TikTok Shop Affiliate Agency vs In-House Team: How to Decide

By the Creator2Commerce team · Published · Updated · 7 min read

Short answer

Choose an agency if you need creators posting soon and do not have people who can source, brief, seed and track creators every day. Build in-house if affiliate is a core channel and you can hire and train a team. Many brands do both: an agency runs the program while an internal owner learns it and holds the data.

Key takeaways

  • First list the actual work: sourcing, outreach, samples, briefs, follow-ups, tracking, ads.
  • An agency buys speed and process; in-house buys control and long-term know-how.
  • Whatever you choose, keep shop access and creator relationships under your brand.

This guide is for DTC brands deciding who should run their TikTok Shop affiliate program. It breaks down the work, compares an agency with an in-house team and gives questions to help you choose. The work an affiliate program needs

Based on TikTok's own matchmaking guide, running affiliate well means doing all of this, every week:

  • Setting up Open and Target Collaboration, commissions and samples.
  • Searching and filtering creators in Affiliate Center, and tagging them in Manage creators.
  • Sending Target invitations with personal messages and briefs.
  • Reviewing free sample requests (TikTok cancels them after 7 days) and shipping within 7 days of approval.
  • Following up with creators at key moments and checking that content is posted within 14 days.
  • Monitoring creator and campaign performance, then refreshing the creator list.
  • Turning winning creator videos into ads, with the creator's authorization.

TikTok even includes "Are there companies who can manage my affiliate program on my behalf?" in its seller FAQ, and its Partners directory has a "Seller affiliate management" service type. When we checked on November 5, 2026, the US directory showed 434 partner companies across all service types.

When an agency makes sense

  • You are new to TikTok Shop affiliate and want a working process quickly.
  • You do not have someone who can spend most of their day in Affiliate Center.
  • You want sourcing, seeding and ads handled together.
  • You want to test the channel before committing to hires.

When in-house makes sense

  • TikTok Shop is, or will be, a major channel for you.
  • You can hire people and give them a manager who understands creators.
  • You want direct, long-term creator relationships with your own team.
  • You already have a proven process and need people to run it.

The hybrid option

Many brands start with an agency and build internal skill at the same time. Name one internal owner who joins weekly calls, sees all reports and approves creators and briefs. Over time, the owner can take on parts of the work, such as retained creator relationships, while the agency keeps sourcing or ads.

Ownership and access, whichever way you go

Your creator lists, sample history and affiliate order data live in your shop's Affiliate Center. Keep the shop and its main login in your company's name, share access with an agency or new hire in a way you can revoke, and export your creator lists and order data on a regular schedule. That way, a change of agency or staff does not reset your program to zero.

Questions to ask before you choose

  1. How many creators do we need posting each month, and who will find them?
  2. Who will review sample requests within TikTok's 7-day window?
  3. Who writes briefs and checks content against TikTok's claim rules?
  4. How will we measure results: orders and GMV per creator, not just views?
  5. If we hire an agency, do we keep ownership of the shop, creator lists and data?
  6. What is the minimum term, and what happens to creator relationships if we leave?
  7. Can the agency show real, documented work for brands like ours?

How to check an agency

  • Ask for case studies with dates and clear notes on where figures come from.
  • Ask exactly what they do each week and what you get in a report.
  • Check whether they are in TikTok's Partners directory, and what service types they list.
  • Confirm you keep admin access to your shop and Affiliate Center.

Frequently asked questions

Should a brand hire a TikTok Shop agency or build an in-house team?

Hire an agency if you need speed and do not have people for daily creator work. Build in-house if affiliate is a core channel and you can hire and manage a team. A hybrid works for many brands.

What does a TikTok Shop affiliate agency do?

Typically creator sourcing and outreach, Open and Target Collaboration setup, sample review and shipping, briefs, follow-ups, performance tracking and sometimes running creator videos as ads.

Does TikTok list affiliate agencies?

Yes. TikTok Shop's Partners directory includes a "Seller affiliate management" service type. Being listed is not a guarantee of results, so check each partner yourself.

Can one in-house hire run the whole program?

It depends on volume. The work covers sourcing, samples, briefs, follow-ups, tracking and ads, which is a lot for one person at scale.

What should I keep if I use an agency?

Shop ownership, admin access to Affiliate Center, your creator lists and your performance data.
