How to Run a TikTok Shop Creator Seeding Campaign
By the Creator2Commerce team · Published · Updated · 8 min read
Short answer
A TikTok Shop seeding campaign sends free samples of one product to a batch of fit creators, then tracks who posts and who drives orders. Creator2Commerce's approach is to seed 20-30 creators, keep the few who post and convert, move winners to retainer, and put paid spend behind proven videos only.
Key takeaways
- Seed one product to 20-30 fit creators with free samples; track who posts and who drives orders.
- Keep the few creators who convert and cut the rest — seeding is a filter, not a lottery.
- Spot winning angles in organic posts first, then put paid spend behind proven winners.

This guide is for brands that want a first round of creator content without guessing. It covers what to seed, how many creators to pick, how TikTok's sample rules work, what to expect from creators, what to track and how to read the results. It does not promise sales. A seeding round is a test, and some creators will not post. TikTok facts come from TikTok's own pages, listed at the bottom.
What is a creator seeding campaign?
Seeding means giving products to creators so they can try them and, ideally, make shoppable videos. TikTok's sample guide describes samples as a way to kick-start collaborations, because creators experience the product first-hand and make more authentic content. For the brand it is also a way to see which creators and which product positioning get a response, before you commit bigger budgets.
Creator2Commerce's home page describes the order of work: organic winners first, then paid. Seeding is the organic step. It finds the creators and the angles worth backing. For the background on choosing and approaching creators, start with how to hire TikTok Shop creators.
Which product should you seed first?
Pick one or two products on purpose. TikTok's matchmaking guide contrasts a brand that picks 10 random products and invites all its saved creators with one that picks 1-2 products tied to a goal and matches them to suitable creators. It says the second approach is better for both sides. TikTok's sample guide also suggests starting with your best-sellers, because shoppers already like them.
Before you invite anyone, check that:
- stock is available, since creators cannot request samples or promote a product with zero stock;
- the product page is polished, with clear photos and an accurate description;
- the price and any promotion are accurate;
- you know the two or three benefits you want shown.
How many creators should you seed, and who should you pick?
TikTok does not publish an ideal number. Creator2Commerce's home page describes seeding 20-30 creators in a round. The right number for you is the one you can brief, ship to and follow up with.
Pick on fit. Match the niche and audience, then check the last 10 videos for product-in-hand content and the comments for real buyer interest, as covered in the hiring guide. TikTok adds that the mix can follow the product stage. For a newly launched product, TikTok suggests relying mainly on nano creators for relatable reviews, with some mid-tier or micro creators. If you are new to samples, TikTok also suggests keeping your creator criteria broad at first to attract a wider range of requests, and tightening later.
How do TikTok Shop samples work?
TikTok lets you offer two types in Affiliate Center:
- Free samples. You pay for the product, shipping and tax. Creators can request them through the product marketplace, or you can attach them to a target invitation.
- Refundable samples. Creators buy the sample and are refunded if they meet your criteria. TikTok suggests these for reaching a wider range of creators with lower risk to you.
The free-sample steps, per TikTok:
- Review sample requests within 7 days, or they are cancelled automatically.
- After you approve, ship within 7 days.
- The creator must create content within 14 days of receiving the sample.
- For a target collaboration you can approve requests automatically for the creators you invited.
- A creator can request only one sample of a specific product from a single seller.
You can also set creator thresholds on the Sample Settings page. Check the live Affiliate Center screens before you launch, because TikTok changes them often.
What should creators post, and by when?
Tell creators exactly what you expect before the sample ships: the format (short video or LIVE), the deadline, the product link and the disclosure line. The deadline is 14 days after delivery for free samples. TikTok sends creators reminders, and it suggests you follow up when the sample ships, 7 days before the deadline and once the content is live.
A short brief helps more than a long one, and it raises the quality of what you get back. Our method is in how to train TikTok Shop creators. Skip creators who ignore the deadline in your next round, and note it.
What should you track in a seeding campaign?
A simple sheet is enough. One row per creator:
- creator handle and tier (nano, mid-tier, macro);
- date requested, approved, shipped and delivered;
- posted or not, and the date;
- views, likes, comments and orders (from Affiliate Center, which shows each sample's content performance);
- the hook and angle used in the video;
- comments worth noting, such as questions viewers asked;
- status: keep, test again or drop.
Update it weekly while the round runs. TikTok also lets you rate creators after a completed sample, which helps you remember who delivered.
How do you spot a winning angle?
Group the posted videos by angle: a hook type, a problem-and-solution demo, a routine or a comparison. Then compare orders and views across the groups, not only across individual creators. An angle that appears in two or three videos with orders attached is worth testing again. A single video that did well may be luck.
Creator2Commerce's home page describes its 90-day sequence as moving from setup to seeding, then to spotting the winning angles, then to scaling. Treat it as an outline for the order of work, not a promise of results. The best angles feed your next brief. The best creators move to a longer deal, covered in how to retain TikTok Shop creators.
When should you put paid behind a winner?
After a video has shown it works organically. The creator has to authorize your use of the video in the app. You can then create GMV Max ads in Ads Manager using the Affiliate Post video source and see the authorized videos. TikTok lets you set an optional Shop Ads commission rate for orders from those ads. If you do not set one, the creator is paid the standard rate, and the commission is paid through the affiliate program rather than from your ad budget.
Put paid behind a short list of proven videos first, keep the creator informed and agree usage clearly. Spending on untested content only magnifies the guesswork.
Frequently asked questions
Are free samples really free for a brand?
No. TikTok says that with free samples the seller pays for the product, shipping and tax. Plan the cost per creator before you seed, and set your batch size to match.
Can a creator request more than one sample of the same product?
No. TikTok says creators can request only one sample of a specific product from a single seller. They can request other products, which is another reason to seed one or two products at a time.
What if a seeded creator never posts?
TikTok requires free-sample creators to post within 14 days of delivery and sends them reminders. You can send your own reminder through Creator messages. If they still do not post, record it and leave them out of the next round.
How long should a seeding round run?
TikTok does not set a round length. Creator2Commerce's home page describes a 90-day sequence with seeding as one stage and winner selection after it. Give creators their posting window, then review at least a full batch before you decide.
